فَسـئَلُوا اَهلَ الذِّكرِ اِن كُنتُم لَا تَعلَمُونَ‏

So, ask the people (having the knowledge) of the Reminder (the earlier Scriptures), if you do not know.

Question:- When should we say the prayer call in the ears of a newborn; before giving the child a bath or after it?
Answer:- It is better to say the prayer call in the newborn's ears after he/she has been cleaned.
